It depends on what you mean by "I checked". If all you did was check that PayPal was up, that's not any kind of proof. Chances are slim that the Paypal button, which I have used several times in the past, has changed. Chances are much higher that the connection between SW and PP timed out, and that could be due to network issues on either end, or even network issues beyond either SW's or PP's control. If you tried a PayPal transaction on eBay, that would come closer to a good test, except since PayPal's network is eBay's network (despite their split) it's not a definitive test.

Best test is to try again a few hours later.

BTW, the button and the code behind it is provided to merchants by PP. I've used it on my web site, and any 6th grader could do the same.
