To achieve true health care reform, health needs to be taken out of the realm of actuarial tables and made into a no-fault subscription service. The feds pay the subscription. Make health care on-demand, give care providers some limited ability to do something about those who flagrantly abuse the system. I'm guessing not much would be needed, the number of hypochondriacs would probably not change significantly. Get rid of the co-pay scheme, it denies care to those who can least afford it.

This will, of course, never happen.
