Kerry is doing what Obama should have done at the outset - what Bush Sr. did when Saddam invaded Kuwait - bring in all the countries in the area to put down the scourge, which is, after all, their problem, not ours. Because no matter what propaganda Obama spews, IS, ISO, ISIL, ISIS, is not a threat to America.
