Spies are generally smarter than that. Sometimes. Not always. What makes me think these folks are not is the extraordinary lengths one has to go to to gain access to where they were "hiking".
I understand the "because it's there" syndrome, saw it last weekend all along the coast highway near Big Sur. But the where and when of this particular story goes way beyond that. Most hikers draw the line at going places where they are almost certain to get shot at.
